Code Enforcement - An Economic Necessity
I submit to you the primary purpose of Code Enforcement is Economic Development and Economic Growth for our communities. When one truly ponders the this statement you realize the stability of property values, community aesthetics, neighborhood revitalization, urban renewal, and tourism are all interconnected and dependent upon effective code enforcement and this is precisely why this function should rest with the local law enforcement agency.
Code Enforcement - An economic Necessity is designed for Police Chiefs, Assistant Police Chiefs, Sheriffs, Undersheriffs, Chief Deputies, Precinct & Bureau Commanders, Captains & Lieutenants, Sergeants and civilian personnel. If you're planning to promote the vitality of your department during a recruitment process, or your community, this Academy is invaluable.
It consists of 5 consecutive days of work sessions (40 hours) - at a site near you. These work sessions are a combination of facilitated instruction, case examples and relies upon active participation by all attendees.

Session 1 - The reason why Code Enforcement is an economic necessity:
Among the topics to be covered: Strategic issues facing law enforcement and their communities over the next 10 years and how to plan and manage around them; The cost of recruitment and retention to your organization; Emotional issues involved in enforcement of local ordinances and State laws; the basics of economic growth and development; avoiding the ostrich syndrome; three alternatives in an economy.
Session 2 - The Law Enforcement Manager’s Political Role In Effective Code Enforcement:
Among the topics to be covered: The premise of code enforcement contributing to a health community; how the community views itself, legislative role in code enforcement ; typical responses to code enforcement, the destructive power of triangulation; case studies.
Session 3 - The Law Enforcement Manager/Administrators Response to Effective Code Enforcement:
Among the topics to be covered: Code Enforcement vs. Individual property rights, zoning ordinances, nuisance yards, dogs, community employment/unemployment impacts, case studies and group exercises.
Session 4 - The Law Enforcement Manager’s Role As A Change Agent
Among the topics to be covered: The value added by Code Enforcement; the return on investment for community members, our perceptions that must be addressed and changed; the view of the problem; attitudes towards potential solutions; separating the person from the problem; focusing on interests not on positions, case studies.
Session 5- The Law Enforcement Manager’s Role In Exploring The Vision Towards Effective Code Enforcement:
Among the topics to be covered: Defining and separating Needs and Wants; the power of brainstorming; establishing an objective standard to guide and measure results; understanding individuals perceptions of themselves; Needs-Results-Work Model, Five Steps in the Communication Process, Nest Steps to be taken.
